Understanding the MCCPTA Draft Resolution on the MCPS Programs Analysis
The Montgomery County Council of PTAs (MCCPTA) has introduced a Draft Resolution on Programs Analysis, urging MCPS and the Board of Education to pause and allow meaningful public input before moving forward with major changes to magnet and regional academic programs. The current MCPS plan would divide the county into six regions, limit access to programs by region, and dissolve existing consortia—changes that could significantly affect student choice, school diversity, and access to specialized learning opportunities. Families, educators, and community members have raised concerns that MCPS has not yet shared a comprehensive plan or gathered stakeholder feedback.

Why It Matters for Our Community
If implemented as proposed, the Programs Analysis could reshape where and how students access signature and magnet programs, starting as early as the 2026–2027 school year. MCCPTA’s position is not against expanding access—it supports ensuring that every region offers high-quality opportunities—but it calls for transparency, community engagement, and accountability before decisions are made. Many parents worry that rushing implementation without a detailed plan could lead to unequal program quality, transportation challenges, and resource gaps across regions.

What Happens Next
The Bells Mill MCCPTA Delegates are now gathering input from our school community before voting on the resolution at the October 29 Delegates Assembly. Parents are encouraged to review the MCCPTA slide deck and FAQ (linked above), discuss the issue within their PTA, and share feedback, questions, or suggested edits with our MCCPTA representatives before October 28. The outcome of this vote will help shape MCCPTA’s formal advocacy with the Superintendent, the Board of Education, and the County Council on this critical issue.
